In an interview with Die Weltwoche (15 February 2026), Wolfgang Reitzle - an experienced executive with a thorough knowledge of the EU's economic and legal structures - warns against a development that would go far beyond mere commercial cooperation.<\/em><\/p>\n<p><em>His point is not about market access, but about something more fundamental: the compatibility between the EU's legal system and the Swiss institutional model based on direct democracy.<\/em><\/p>\n<p>&nbsp;<\/p>\n<p id=\"ember1157\" class=\"ember-view reader-text-block__paragraph\"><strong>Source :<\/strong> Die Weltwoche, 15 February 2026<\/p>\n<p id=\"ember1158\" class=\"ember-view reader-text-block__paragraph\">(Translation of an interview with Wolfgang Reitzle)<\/p>\n<p id=\"ember1159\" class=\"ember-view reader-text-block__paragraph\">A leading German executive based in Switzerland is sounding the alarm.<\/p>\n<p id=\"ember1160\" class=\"ember-view reader-text-block__paragraph\">And these are not the words of a fringe opponent or a political activist.<\/p>\n<p id=\"ember1161\" class=\"ember-view reader-text-block__paragraph\">Wolfgang Reitzle - former Chairman of the Board of Directors of LafargeHolcim, member of the Supervisory Board of Deutsche Telekom and current Chairman of the Supervisory Board of Continental AG - knows Europe's industrial and institutional workings inside out.<\/p>\n<p id=\"ember1162\" class=\"ember-view reader-text-block__paragraph\">His assessment of the 2024 integration agreements between Switzerland and the EU is crystal clear:<\/p>\n<p id=\"ember1163\" class=\"ember-view reader-text-block__paragraph\">the risk is not commercial. It is systemic.<\/p>\n<h3 id=\"ember1164\" class=\"ember-view reader-text-block__heading-3\">1. A false commercial debate<\/h3>\n<p id=\"ember1165\" class=\"ember-view reader-text-block__paragraph\">In his view, Switzerland could perfectly well conclude <strong>targeted sectoral agreements<\/strong> with the European Union.<\/p>\n<p id=\"ember1166\" class=\"ember-view reader-text-block__paragraph\">The real question is elsewhere:<\/p>\n<blockquote id=\"ember1167\" class=\"ember-view reader-text-block__blockquote\"><p>Why should the entire Swiss population be subject to the EU's legal system?<\/p><\/blockquote>\n<p id=\"ember1168\" class=\"ember-view reader-text-block__paragraph\">Switzerland is not a member of the EU.<\/p>\n<p id=\"ember1169\" class=\"ember-view reader-text-block__paragraph\">It does not elect the Commission, the European Parliament or the judges of the Court of Justice.<\/p>\n<p id=\"ember1170\" class=\"ember-view reader-text-block__paragraph\">The new mechanisms provide for a dynamic alignment of the law, with a central role for the Court of Justice of the European Union in the event of a dispute.<\/p>\n<p id=\"ember1171\" class=\"ember-view reader-text-block__paragraph\">We're no longer talking about market access here.<\/p>\n<p id=\"ember1172\" class=\"ember-view reader-text-block__paragraph\">We are talking about a normative hierarchy.<\/p>\n<h3 id=\"ember1173\" class=\"ember-view reader-text-block__heading-3\">2. The institutional question: direct democracy vs. external primacy<\/h3>\n<p id=\"ember1174\" class=\"ember-view reader-text-block__paragraph\">Reitzle's criticism has far-reaching consequences:<\/p>\n<blockquote id=\"ember1175\" class=\"ember-view reader-text-block__blockquote\"><p>The Court of Justice not only rules on the law; it also acts as the Commission's implementing body.<\/p><\/blockquote>\n<p id=\"ember1176\" class=\"ember-view reader-text-block__paragraph\">Whether or not we agree with this assessment, one fact stands out:<\/p>\n<ul>\n<li>In Switzerland, popular sovereignty allows for initiatives and referendums.<\/li>\n<li>In the EU, the law takes precedence over national constitutions.<\/li>\n<li>The decisions of the CJEU are binding and final.<\/li>\n<\/ul>\n<p id=\"ember1178\" class=\"ember-view reader-text-block__paragraph\">The tension is obvious.<\/p>\n<p id=\"ember1179\" class=\"ember-view reader-text-block__paragraph\">Can we maintain a participatory model based on direct democracy if, in the event of a conflict, the final arbitration is out of the hands of Swiss institutions?<\/p>\n<h3 id=\"ember1180\" class=\"ember-view reader-text-block__heading-3\">3. Bureaucracy and competitiveness: an under-researched debate<\/h3>\n<p id=\"ember1181\" class=\"ember-view reader-text-block__paragraph\">The other criticism that has been levelled concerns bureaucratisation.<\/p>\n<p id=\"ember1182\" class=\"ember-view reader-text-block__paragraph\">Some useful figures to put things into context:<\/p>\n<ul>\n<li>In 2025, the European Commission introduced more than 1,400 legislative acts (the most since 2010).<\/li>\n<li>German companies are denouncing a growing regulatory overload.<\/li>\n<li>The proportion of SMEs in the Swiss economy (more than 99 % of companies) makes the country particularly sensitive to standards inflation.<\/li>\n<\/ul>\n<p id=\"ember1184\" class=\"ember-view reader-text-block__paragraph\">Swiss competitiveness is based on :<\/p>\n<ul>\n<li>legal certainty,<\/li>\n<li>rapid decision-making,<\/li>\n<li>fiscal stability,<\/li>\n<li>and relatively light administration.<\/li>\n<\/ul>\n<p id=\"ember1186\" class=\"ember-view reader-text-block__paragraph\">Any automatic import of foreign law automatically raises the question of the cost of compliance.<\/p>\n<h3 id=\"ember1187\" class=\"ember-view reader-text-block__heading-3\">4. The heart of the matter: decision-making independence<\/h3>\n<p id=\"ember1188\" class=\"ember-view reader-text-block__paragraph\">The debate is not emotional. It is institutional.<\/p>\n<p id=\"ember1189\" class=\"ember-view reader-text-block__paragraph\">Switzerland is :<\/p>\n<ul>\n<li>a federal state,<\/li>\n<li>semi-direct democracy,<\/li>\n<li>a system based on subsidiarity and internal compromise.<\/li>\n<\/ul>\n<p id=\"ember1191\" class=\"ember-view reader-text-block__paragraph\">The EU is :<\/p>\n<ul>\n<li>a supranational construction,<\/li>\n<li>based on the primacy of European law,<\/li>\n<li>structured around a powerful executive (Commission).<\/li>\n<\/ul>\n<p id=\"ember1193\" class=\"ember-view reader-text-block__paragraph\">These two approaches can work together.<\/p>\n<p id=\"ember1194\" class=\"ember-view reader-text-block__paragraph\">But can they merge without altering one of them?<\/p>\n<p id=\"ember1195\" class=\"ember-view reader-text-block__paragraph\">Reitzle speaks of a \u00absystem of excessive bureaucratisation\u00bb that could, in the long term, weaken Swiss independence.<\/p>\n<p id=\"ember1196\" class=\"ember-view reader-text-block__paragraph\">We can debate the tone.<\/p>\n<p id=\"ember1197\" class=\"ember-view reader-text-block__paragraph\">But the question needs to be asked seriously.<\/p>\n<h3 id=\"ember1198\" class=\"ember-view reader-text-block__heading-3\">What the debate should really look at<\/h3>\n<p id=\"ember1199\" class=\"ember-view reader-text-block__paragraph\">\u2714\ufe0f Which sectors really require dynamic alignment?<\/p>\n<p id=\"ember1200\" class=\"ember-view reader-text-block__paragraph\">\u2714\ufe0f Are there purely commercial alternatives?<\/p>\n<p id=\"ember1201\" class=\"ember-view reader-text-block__paragraph\">\u2714\ufe0f What impact would this have on future popular initiatives?<\/p>\n<p id=\"ember1202\" class=\"ember-view reader-text-block__paragraph\">\u2714\ufe0f What institutional safeguards are really binding?<\/p>\n<p id=\"ember1203\" class=\"ember-view reader-text-block__paragraph\">\u2714\ufe0f Has the cost\/benefit ratio been objectively quantified?<\/p>\n<h3 id=\"ember1205\" class=\"ember-view reader-text-block__heading-3\">Conclusion: choosing a civilisation model<\/h3>\n<p id=\"ember1206\" class=\"ember-view reader-text-block__paragraph\">At the end of the day, it's not just about economics.<\/p>\n<p id=\"ember1207\" class=\"ember-view reader-text-block__paragraph\">It is the Swiss model itself:<\/p>\n<p id=\"ember1208\" class=\"ember-view reader-text-block__paragraph\">A country where citizens can correct the political elites.<\/p>\n<p id=\"ember1209\" class=\"ember-view reader-text-block__paragraph\">A country where legitimacy comes from the popular vote.<\/p>\n<p id=\"ember1210\" class=\"ember-view reader-text-block__paragraph\">A country that has never delegated its ultimate arbiter to an outside jurisdiction.<\/p>\n<p id=\"ember1211\" class=\"ember-view reader-text-block__paragraph\">The question is not :<\/p>\n<p id=\"ember1212\" class=\"ember-view reader-text-block__paragraph\">\u00abTo be for or against Europe.\u00bb<\/p>\n<p id=\"ember1213\" class=\"ember-view reader-text-block__paragraph\">The question is:<\/p>\n<p id=\"ember1214\" class=\"ember-view reader-text-block__paragraph\"><strong>Does Switzerland want to remain the architect of its own rules - or become the local administrator of an external legal order?<\/strong><\/p>\n<p id=\"ember1215\" class=\"ember-view reader-text-block__paragraph\">The debate is open.<\/p>\n<p id=\"ember1216\" class=\"ember-view reader-text-block__paragraph\">But it must finally be conducted without taboos.<\/p>\n<p id=\"ember1218\" class=\"ember-view reader-text-block__paragraph\"><strong>\ud83c\udde8\ud83c\uddedCe that the media keep quiet, we analyse.
