Opacity is no longer a crisis strategy; it has become a mode of governance. What has just been revealed in Bern by the ABF and National Councillor Rémy Wyssmann is not a simple administrative blunder. It is institutional betrayal. Under the guise of a health emergency, the Confederation has transformed the Federal Palace into a commercial annex for the pharmaceutical industry, signing blank cheques with the money of those it claimed to protect.

A legal hold-up at the taxpayer's expense

The facts are there, etched into contracts that they tried to hide until the very end:

  • Total transfer of risk The state has agreed to bear the brunt in the event of side effects. The enormous profits of Moderna and Pfizer are being privatised, but the risks are being socialised. If you get sick, you pay; if the vaccine fails, you pay even more.
  • Embezzlement and negligence Billions of francs are being discussed that have vanished into leonine clauses. This is no longer public health management, it's wealth management for multinational corporations.
  • Disregard for sovereignty Parliament has been presented with a fait accompli, bypassed by agreements that circumvent the fundamental principles of our law.

The Bernese Triangle: The Confederation, Gavi and the Vaccine Empire

At the heart of this troubled architecture lies Gavi, the Vaccine Alliance. Based in Geneva, this international organisation benefits from a quasi-diplomatic status in Switzerland, offering it exorbitant tax immunity and privileges.

The link between the Confederation and Gavi is the Gordian knot of this scandal:

  1. The Influence Hub Switzerland is not only Gavi's host; it is its financial and political arm. By massively funding this «partner» structure, Bern has delegated its vaccination strategy to a hybrid entity where private interests (notably the Gates Foundation) dictate the public agenda.
  2. The Outsourcing of Responsibility: Gavi serves as a smokescreen. By going through these multilateral structures, the Confederation dilutes political responsibility. Agreements are signed in Geneva that are applied in Bern, without the citizen ever being able to hold these shadowy decision-makers accountable.
  3. Conflict of Interest How can a state objectively regulate health products when it is itself the main promoter and funder of a platform (Gavi) whose sole aim is the mass distribution of these same products?

For a shame audit

The time for veiled excuses under the gilded trappings of the Federal Council is over. The initiatives submitted must demand:

  • The immediate lifting of secrecy on the entirety of the exchanges between the FOPH and Gavi lobbyists.
  • The personal liability of executives Why would a civil servant be entitled to squander billions without ever being held accountable for their failures?
  • The end of complacency's immunity for international organisations that interfere with national health policy.

Switzerland prides itself on being a direct democracy. Today, it resembles a subsidiary whose board of directors has forgotten they are accountable to their shareholders: the people. The scandal is public, the response must be implacable.
